Can't import solution due to plugin failure

I have been using version 1.2.0.1 of Application Parameters in my development instance. I am preparing to import into production, and downloaded v 1.3.0.0 but I cannot import it. Everything seems to import OK except the plugin assembly. I have tried several times without success. I am using CRM Online, and I believe our account has been updated to the most recent version (6.1).

Version 1.2.0.1 worked great, and I am hoping to continue to use this solution. Do you have any suggestions?

The plugin assembly was not registered in Sandbox. Sorry for that, the latest release (1.3.0.1) fixed the problem
